The Open Source Platform for cities
Developed by the City of Paris internally since 2002, Lutece is a city services engine that provides:
- A modular platform based on lightweight core features, on which we can add plug-ins
- A solution based on real needs over time, constantly evoluating
- 200+ city services
Open Source Platform for Cities / Governments / Administrations made in Java EE, it enables quick deployment of city services based on standards.
Secure, GDPR compliant
In 2016, the Lutece project received the OW2 Quality Award for the high quality level of its processes of its documentation which led the project to get recognized as a Mature Project of the OW2 Code Base.
Based on real needs, it offers solutions commonly needed in a municipal context:
- A Citizen Relationship Management System (also reused internally for civil servants)
- A powerful workflow engine enabling specific actions for business apps
It serves a quick way to develop the elected officials engagements. Used as standard assembled apps, or hacked for specific needs
It makes the e-administration easy

- Form generator, Appointment booking system, tax simulator, etc.
- « Tell us once » - Innovative ID management using France Connect (based on OpenIdConnect)
- Single sign-on enabled with the CRM. The citizen data being protected by a provider
- A centralized citizen dashboard that gathers all the digital administrative procedures and their states
